Because this is such an inspirational speech, it also has a possibility to suggest viral ideas. Racial ethnic and social minorities significantly lack opportunities. However, that does not mean to lower the bars or expectations for them. The root of the problem can never be addressed if the result is spoon-fed to those less privileged; the gap will never be narrowed that way. If opportunities are lacking, provide them with opportunities. But do not apply more lenient standards and counter-discriminate. That not only defies meritocracy (and thus discriminate whoever is more qualified), but also disparages the minorities who actually EARN the rewards.
